Late payments put universities in bind
By Becky Pallack. The state didn't make part of its monthly payment to the university system in December, and the Arizona Board of Regents will hold a special meeting on Thursday to strategize about the budget. Board president Ernest Calderón said the move most hurts Arizona State University, which has its own cash-flow worries.
