+ About + Meetings + Reports + Resources The Arizona Board of Regents strongly believes that free speech is critical to the mission and function of a healthy university system. Board and university policies and practices reflect and promote constitutional protections for free speech and expression. The Arizona Board of Regents' Committee on Free Expression was established pursuant to state statute to further promote freedom of expression on Arizona’s public university campuses. The committee is chaired by ABOR Executive Director John Arnold and includes 15 additional members appointed by the university presidents.
